OSCE Mission to Serbia

The Mission, set up on 11 January 2001, is based in Belgrade, with field outlets in Bujanovac and Novi Pazar. It assists Serbia in building independent, efficient and accountable democratic institutions.

The Mission's thematic and programmatic activities

The Mission implements a wide range of activities designed to support the country’s reform processes and strengthen democratic governance, in line with OSCE commitments. Working closely with state bodies, independent entities, civil society, media and local self-governments, the Mission combines policy advice and capacity-building to advance long-term stability, accountability and respect for human rights.

The Mission focuses on the rule of law and security sector governance and reform. It supports efforts to enhance the professionalism, transparency and accountability of the police, promoting community-oriented policing; independence, autonomy, efficiency, quality, transparency and accountability of the justice system; improved access to justice; and stronger protection of citizens’ rights in the judiciary and policing system. It also assists in combating organized crime, corruption and emerging security threats through tailored training and expert guidance.

The Mission fosters regional co-operation; promotes human and minority rights and fundamental freedoms; and encourages inter-ethnic dialogue, inclusion and cultural diversity. It also supports greater participation of women and youth in public life and helps government institutions, the National Assembly and civil society become more responsive, accountable and representative. It provides expertise on environmental security, strengthening Serbia’s institutions, transparency, public participation and alignment with international standards. Support for independent institutions and local self-governments helps ensure that citizens’ voices are heard and that democratic principles are embedded at all levels of governance.

Another of the Mission’s priority areas is media development and freedom of expression. It partners with journalists, regulators, professional media associations and policymakers to build an environment that upholds professional standards, pluralism and the free flow of information. 

Through these programmatic and thematic activities, the Mission strives to build trust, strengthen democratic resilience, and promote a secure and inclusive society that benefits all citizens.

It also works with other Missions in the region on joint projects and initiatives.
