OSCE Mission and Serbian Justice Ministry develop joint strategy to reform judiciary

BELGRADE, 21 May 2004 - A strategic partnership for democratic reforms of the Serbian judiciary was sealed today between Serbia's Ministry for Justice and the OSCE Mission to Serbia and Montenegro.
Under the agreement, the OSCE Mission will provide the Ministry of Justice with expertise on legislative reforms to meet international standards and advise on the development and implementation of a Law on Witness Protection, the criminal code and criminal procedure code in order to support the Government in combating all forms of organized crime.
"This agreement will place our partnership with the Ministry of Justice on a solid basis," said Ambassador Maurizio Massari, Head of the OSCE Mission to Serbia and Montenegro, after signing an agreement with Serbia's Minister for Justice, Zoran Stojkovic.
"The Memorandum of Understanding that we signed today will help create a framework for the co-operation between our Mission and the Ministry. It will lead to better co-ordination and facilitate better communication," added Ambassador Massari.
The agreement will strengthen the capacity of Serbia's judicial system in the investigation of war crimes, promote regional judicial co-operation and civil justice reform. It will also contribute to the development of a constitutional framework and legislation on the judiciary, as well as on implementing legislation required under the international treaties on terrorism, which Serbia and Montenegro have joined, and the development of a prison reform strategy
