Manual: Writing Indictments

The Manual is designed as a practical tool for prosecutors’ everyday work, so that criminal proceedings will be based on clear, concise and legally sustainable indictments. Target groups are prosecutors and deputy prosecutors as well as their assistant.

The Manual is a product of collaboration among the OSCE Mission, US Department of Justice, the Republic Public Prosecutor's Office and the Judicial Academy, over a period of two years. 

All the authors are from the prosecution offices, including two from the Republic Public Prosecutor's Office.  The  OSCE Mission’s Judicial Reform Unit team members, Ivana Ramadanovic and Dina Dobrkovic and the US Department of Justice's colleague Ivanka Olenik are editors and they have designed the outline of the Manual, guided the process of its writing, promoted the new concept of writing indictments, and aligned and proofread all the written contributions into a coherent text.  The Manual is available in Serbian language.
