OSCE Mission announces action plan to support new parliament of Serbia and Montenegro

BELGRADE, 20 January 2003 - The Head of the OSCE Mission to the Federal Republic of Yugoslavia (FRY), Maurizio Massari, held talks on Friday, 17 January, with the co-chair of the Constitutional Commission and FRY Parliament Chamber of Citizens Speaker, Dragoljub Micunovic. They discussed the timetable for the creation of the new parliament of Serbia and Montenegro and the various ways in which the OSCE could practically support it.
"As a result of the meeting and taking OSCE expertise into account, we have developed a provisional action plan within the OSCE to support the new parliament in its initial phase," Massari said. Specifically, the OSCE will assist the development of the parliamentary committee structures within the new parliament, including the committee on European integration, human rights and minority rights, and media development.
"Quality legislation requires a quality and functioning committee structure in parliament. For this reason we see support for the committee structure as very important indeed," said Massari.
The OSCE action plan also envisages support for training programmes for parliamentary staff and MPs in the new parliamentary assembly, if requested. For this, the OSCE Mission intends to utilize the vast parliamentary expertise in the OSCE Parliamentary Assembly in Copenhagen.
